He-- or really, of course, she, if you hadn't figured-- pours the water into a waiting mug, and stands waiting a moment, palms on the corner of the counter, for the tea to steep.
Finally Cameron adds a half-spoon of sugar, and takes the tea back off camera. You might catch a deep, long-suffering sigh in the background noise.
